Take a section of your image and give it a blurred glass effect.

This tutorial will teach you how to make some blurry glass that will look like a shower door effect, or a nice interface for a website or banner.

1) Grab the image you want to use as your background and open it in photoshop. I used this 500x500 picture of oranges becuase it has very very high quality and there is alot of detail. Lots of detail looks best for this technique.

2) Make your selection where you want your blurry glass in front to be, and copy (ctrl + c) the current layer. Now paste (ctrl + p) that piece into the selection.

3) you should now have 2 layers, but it will still look like your origional picture. Ctrl + Click on your cutout layer to make a selection. Now go to filter > blur > lens blur.
Use these settings.

*note i used photoshop CS

Your image should now look something similar to this:

4) Now, thats the desired effect we want, but we can take it a couple steps further. For starters, lets out a little outline. Right click on the blured layer and go to blending options. Add a 2px stroke with a 25% opacity.

Your image should now look like this:

5)With a little more work heres what it could turn out like:
